nothing is permanent and will last forever, so that's not possible.
Create your own proxies, so that you'll know the certainty of how long they work/lasts

Get the cheapest possible dedicated server, thats about the only way to guarantee it.

Nordvpn used to lease dedicated IP's for VPN, they may still so it.
