Ip blocked can some mods help me

Hi ,I think my ip is blocked in BHW, please can some mods get in touch . Or can someone suggest which mod to contact. I am not able to access the forum from my laptop but can access it from my desktop . They have different connections.

- Start -> Run -> type cmd
- in command prompt, type ipconfig /flushdns
- Done! You Window DNS cache has just been flush.

Quick "fix" before you try contacting a mod - switch the connections, and see if your desktop gets blocked and your laptop can get access?
