Internal or external IP?
If internal and on windows look for videos on youtube:

If external its a bit more complicated,
In a nutshell you can ask you internet privider for a static IP, I pay for mine 10 dollar a year.
Or if that is not possibly you an use NOIP to set a domain and use that as a ip.
If your external ip changes it wont matter as with noip will update the domain to reffer to the new ip.

If you are only doing 1-2 accounts, you will not need a proxy. Your IP address will be enough safe for 2 accounts, if it hasn't been banned before.

the key is how many accounts are you managing and what type of proxy are you talking about.
I assume it is the 3G of your phone, in that case with 1 or 2 accounts you could be safe (in theory).
