If someone in new zealand wanted to hire a private investigator in the u.s. but wanted to make the ip address seem like they were within the u.s. like houston, tx or chicago, ill, ect... how can they change the ip address in such a way so if law enforcement in the u.s. looked into the ip address it will show a u.s. ip address and not a new zealand ip address no matter how hard police in the u.s. investigated? Could this only be accomplished in a science fiction movie?
 
The best example for a sci fi novel, would be via an "annonymous" or hidden router in the backbone of the internet. The best example of distrutive networking, is the TOR network. If you studied that, and still looking for something better, then a back door into a company that owns a core router or internet switch (interent infrasstructure) as those keep and take logs, so theortically a trace can happen easily in the world, as the whole world is allowed a piece of that operating backbone, in order they have their own piece to show their .hk. or co.jp or co.uk whatever, and give their citezens chance to use the net too. So they are all accountable to the same all knowing all seeing interenet body.

Pretty much cisco owns all the top infrastructure for core routers and things, so maybe an inside actor to the firmware of cisco, might be able to blacklist ip address'es from showing on logs.

So if someone in fiji, nauru, tuvalu, ect... wanted to hire a pi in the us apart from tor, would the second option you gave be realistic at all??
 
Realistically, unless there is a core router going throuhg somehwere like north korea, and they can manipulate the traffic, before it leaves, all traffic can be traced source to end point in some way, as these routers are just passing the 1'0s from your computer to the destination, or vice versa, but each has address in it. I really think that a bad actor inside cisco, or a hacker of cisco firmware, that goes undetected for years would be the best type of realistic, but finctional story. The only problem with hiring a pi would be that they wouldn't have the permissions, in all the different jurisdictions. It would have to be, europol or something, and that doesn't oeprate everywhere obviously.

A normal pi would never be able to trace things through the internet meaningfully past borders. A myssterious hooded retired black hat hacker that used to work as an insider to a small company in the cogs infrastructure of between the routers, and the domain ownership icaan maybe could, lol

Ok this is why i ask. Lets say that you used to live in the u.s. but now you live somewhere else in the world... you decide to hire a pi in the u.s. online to locate a trace someone from elementary school, jr high, or high school because you want something bad to happen to them... burn their house down, destroy their car, ect... how can police in the u.s. track you down then if you took all the necessary precautions then...?
