hi guys a couple of questions.
I have 4 accounts on my instagram app and often do actions from home (same wifi connection) for all accounts.
Is it possible that the blocks I received in the past on some accounts messed up my ip address, decreasing the reach of posts on my main account?
If so, what is the best way to fix this?

Temporary blocks don't affect that much but if you spammed a lot then yes it will..

Then use the 4g connection of the cell phone for each action from each of the accounts? Do I have to put in and take out use on airplane?

No, No need to change IP Address, just use a 4g network for all 4 accounts and you are good to go without switching off and on the airplane mode

According to me 4 accounts on same WIFI connection shouldn't cause any problem.
The block you received on the accounts might be due the number of actions you did from those accounts.

Dont use same ips it may lead to temporary block and id proof verification try to use different ips .

Change ips for each accounts it may safe use .

use 1 4g proxy per account and your problem should go away
make sure the proxy is from the same country as your accounts

No, IP Address on public wifi cannot be blocked. because it's rotate between multiple ppl which means Tiktok will block a whole area if they block your WIFI IP.

Do not run accounts on home IP/residential connection

use a natural IP/4h ip/5g ip that changes often

There are websites you can use to check for your IP's quality. As long as the IP you currently use isn't flagged on spam databases, it should be alright to use your accounts there. Although typically I don't recommend using multiple or non-personal accounts through your home IP and such. It'd be best to keep that to your personal account(s). It might also do you very well to use residential proxies, particularly ones with the IP you can change on demand.

Just search "IP quality checker" right to Google and it should show most of the ones I would typically use. Some are free, some aren't. Overall, using several at the same time just to cover your bases is worth doing in my case. Scamalytics is my quick go-to so have at that.
