interspire 6.1.1 setup

I have installed Interspire shopping cart 6.1.1 and when i go into settings, store settings the save button is greyed out and none of the tabs like " localization, images etc " are working. same thing happened with 6.0.1 I have 5.5.4 working perfectly . is there something i need to do to ungrey this feature?
