Internationalized Domain Names from ICANN

Internationalized Domain Names (IDNs) are domain names represented by local language characters. Such domain names could contain letters or characters from non-ASCII scripts (for example, Arabic or Chinese). Many efforts are ongoing in the Internet community to make domain names available in character sets other than ASCII. -
Hi, does anyone know how individuals can go about with purchasing these domain names when they are released?

The ICANN website is just a bunch of technical and legislative information and doesn't tell you how to register, with who and when the registration process is open to public.

101domaindotcom registers IDN domains. All the good ones have been bought already. I thought i'd find some good pt-br domains there, but all i could find was disappointment.
