An English tourist who comes to Germany, and in Germany uses Google, which google shows him. German or English?

That is, does it have anything to do with where the tourist teleoperators are staying? Are they hosted in Germany or England?

It depends on the default language,
Usually the region have a better overall authority with its users,
but it doesn't necessarily guarantee ranking,

To sum it up, you'll have a better chance ranking with country specific domain in both of its language and foreign ones,
And you'll have even better chance to rank easier with such a domain with local language

The webside is already traslated, has a language detector and is ranking in all countries, its a unique website .com, no subdomains

But for example, if the main client is a tourist from England to Germany, wich serp do I have to focus on?, google.de or google.uk?

Well in both you will answer, but lets say im more interested in the tourist when is in the foreign country

By default, you get Google.com used for most browsers, including chrome, for both mobile and computer,
And language will be set depending on the user's current location,

It really depends on the user's set preferences and the browser he's currently using as well,
So, if the user is setting up English as a default language, it will remain the same,
Not to mention that he might still get the current region-specific websites ranking even in a foreign language for the English SERPs,

The case depends here, and there's no set rule for this,
Make your website extension based on the country you're targeting, DE for your example,
Then, depending on the keyword research, you can target the one with more volume or even both languages

For example, suppose he is finding a restaurant, he should be using google.de otherwise the results with google.uk will show restaurants from UK regiion.
