I think that as always, you should want to vary your backlinks, so do it both. I am from Brazil and I have some WP sites in Portuguese, I just build my links with links from my country and also from others, since with custom footprints on SB or other tools you can scrape them fine.

without a doubt links from German sites are better, more powerful and effective (if they are from the similar niche, it is like living with angelian jolie).

Links from other languages based sites are also OK. not so much powerful. Again related blogs speak loud.
