You must be confused with some guru technic that bullshits you to make infinite interlinking so the crawler will never leave your site. And its bad practice.

Your homepage is like more powerful than your internal posts, so what's the point of linking to a stronger page from a weaker page? Actually, the reverse should be the case if you want to transfer power/juice.

Linking to the HP adds value to it in terms of making it clear to bots what's the most important page of your site. Some sites focus on internal pages more than the HP, so it is definitely useful to link to the HP whenever you can, but 1 link from a certain page is enough. Of course, 1 link from the content section. You always have the main menu, the footer link, and the logo link, but those are sitewide links and have nothing to do with the content section of a particular page.

Of course, not all websites are doing the same, if they did - you could just copy that strategy, increase the content, links, and citations, and you could easily get to page 1 or position 1.
These are assumptions, given that we don't have clear ranking factors by Google, but the assumptions that make sense cannot harm your site but can increase the value of it. In the worst scenario, nothing will happen. But if you do logical things, in the end, you will do the right thing.
