Internal linking and silo question

I am confused about the implementation of internal linking and silo. When I read internal linking strategy, many blogs suggest to internal link as many related pages as possible. When I read silo strategy, many blogs suggest to link an inner page to 2 pages (another inner page and target page).

So should I link a page to many other related pages or just 2 pages?
 
Silo is like a structure, That means there is a proper connection in the first and Last Page,

But Internal links are, You could connect the relevant page links on one or multiple posts.
 
To keep it safe and natural you need to add pages naturally no matter the number of linking
 
It's true that you should implement all the links you can internally, to make bots understand the correlation between the pages. When it comes to the silo structure, you can handle it using parent/child relations for inner pages, and categories/tags for blog posts. This is enough to make a good structure, and internal links do the rest. So pay attention to the wording of anchor texts when linking internally, but also pay attention not to have different pages optimized for the same keywords. If there is such a thing on the site, it can confuse Google enough so the internal linking and the silo structure make no sense
