If we use internal link or external link to other pages, will be reduced the authority of first page?

As far as I know, if you are internal linking two pages together and both links are your site pages, linking out from page A to page B should improve the authority of page B without depleting the authority of A.

Assuming page A or your site for that matter isn't penalized by Google, then you are simply passing the link juice. No more, no less.
