Internal backlinking using target KW is it bad seo?

It can be. I believe the search engine flags that as overoptimization and considers it to be "spammy" (whatever that means). I suggest when building links internally to just have the high competition keyword on the homepage and the less competitive LSI kind of keywords (relative) linking to the homepage and then homepage also linking back to the other pages.
You can even just build links to the smaller pages to rank for that one highly competitive keyword (homepage) and vise versa. Eventually it will make a full circle of link juice.

yeah I agree it can be looked at as overoptimization if you go too crazy. I mix up anchor text like crazy on my internal links just like external links

Relevancy here is a factor. But if you do it too much then it will look over optimized and google will flag you for sure.

I can assure you that this can indeed be problem. Internal linking bears more weight than most people here believe. If you interlink 50 times with exact anchor to your main monetized article, then hell, that's not going to end well. You can go a bit heavier on exact and partial anchors, but be very careful. Luckilly with onsite SEO, even if you fuck up, you can easily just edit the stuff and see change in 24 - 72 hours. These onsite changes tend to be pretty fast. Unlike offsite SEO.

How can it be bad, if done moderately and linked to relevant pages? Sometimes you need to use your brain, instead of reading random bollocks that people post.
Your target keyword is "red shirts", so naturally you wrote an article about red shirts in the past.
Now you've just written a new article about blue shirts, but you also included a link to the article about red shirts using the anchor text "red shirts", telling people to check out that article.
