ScoopWhoop is a big Indian website and I visit it a lot it had great content.
The links from big domains and that are what is making them rank along with huge content.
The link you shared looks like an automated blog and these don't play any role as these are quite natural to get these links on domains getting traffic.
Eg links they have check-in source code ScoopWhoop and these are just a few they have thousands of these high DA contextual links.

I'm sorry but that is just false.
Traffic can definitely make a difference but it's not mandatory. Most PBNs would become obsolete but they work like charm.
That's what my rank tracker show me at least. If you have a different experience, feel free to share.
