And if I had such a domain name, at first I'd create a quick site (with joomla, xsitepro or whatever) with adsense, which is better than parking.
With the traffic you can expect with such a domain name I think you'll make some good pocket money
Then when you get enough statistics about the traffic you get, and when you have made a few hundreds or thousands bucks, offer the guy to sell him the domain, ask a high price, politician got lots of money
First tell him how much traffic this domain is getting, and tell him that I doesn't want to lose this traffic on his own site, huge traffic is a good argument to ask for a very high price
If he doesn't want to buy it, then put a donation button and make hard cash from it for a while, then do the nasty photoshop thing just before you run and hide with your cash and never come back in portugal again
