Takes a lot of experience to do it right and safely or you'll be mismanaging a lot of people's accounts they are PAYING you to grow for them

I posted a thread in here recently that covers the types of proxies for instagram you can check it out
I'd recommend any of the sellers in the BHW marketplace, just read the reviews and you should be golden.
I'd advise using 4G proxies for anything client management related.

1 4G proxy is 20$/month ?
And well, what about if i dont have 10 clients , and all the 4G proxies are 100/month for 20 accounts ( As i saw on the market)
What can i do ? is there anyway to buy 1 4G proxy?

As far as proxies go, They are quite expensive. As HQ Residential and 4G is the only way to go.
Be sure to adjust your pricing model to compensate for proxy expenses.
Best plans are ones that are metered. And allow you to have a unlimited amount of ports, although they are the most expensive.
