Instant suspend post account creation = Billing verification ? Does that mean every new user gets suspended?

Not every new Google Ads account gets suspended, but if any do, then it is not at all a big deal. Just simply appeal each and every suspended Google Ads account, by filling and submitting the Google Ads account suspension appeal form and depending on the Google Ads "season" going on, less or more of appealed accounts would get reactivated.
And, yes, if applicable to you, then upon each appeal, also say a prayer ? Why ? Google Ads appealed accounts reactivations, also does depend on luck ... How ? Why ? I have experienced some suspended accounts with badass stinky campaigns, also sometimes getting reactivated upon appeal(s).

There is still a possibility that it will get suspended again.
