So over the past few days I have lost over 5 #1 spots and my SEO has been going down.

I think my competitor is after me.

Can anyone help me out? I am trying the best I can to get it back up.

Go with ahref and check what your competitor is doing for backlinks,which method he is using and then use that and start posting on very high PR websites.

Just look in Majestic/Ahrefs to see if you have a lot of links coming in...chances are something is wrong onpage though compared to offpage.
 
If your competitor is after you, then you go after them too. Check what they did to kick you out of the top. Tools mentioned above will surely help.

I think I have got my spot back now. But I want to ruin the seo of my opponent. How can I do negative seo?
 
if someone is doing it to you fight back with good SAPE links and you will be fine. Dropping is normal sometimes and you can get yourself back up
 
He had mentioned negative SEO, so would blasting the competing site with crappy fiverr backlinks work for that? And, if you employ this tactic, is there any way that they can trace it back to you?
