if you're talking about wordpress. FTP access your site and upload the the theme folder to public_html/site folder/wp-content/themes

Once uploaded login to your wordpress dashboard and click on appearance. Simply activate the new theme.

A "basic website" could be a million different things - what are you referring to specifically?

Is it something that you auto-install using fantastico?

If you are talking about a straight html template - you don't "install" them...
You will want to upload it with an FTP program (CuteFTP, Filezilla, etc)
...but you will need to edit it offline first

What format is the template in? html? php? psd?
-or- Where did you get the template / what is it for?

You are probably going to have to be more specific in order to get some help...
