Especially new users will be confused and annoyed by this.
I always assumed it was an aggressive tactic to filter out accounts, and gain data to help them differentiate between real and automated accounts. I do not think they can continue with these hard limits, it will make their platform rather unstable. If people can't grow on this platform they can lose interest.
Only time will tell, but I can imagine that they have gathered a ton of data in these past months. Seeing how accounts reacted to being blocked, the number of accounts blocked on a subnet, etc...

Oh ok thank you. So but in the stage of growth hashtags are necessary? I am at 8300 followers now.Because people share my posts with their friends. On average, each of my posts are shared 3.800 times. Trust me, this gives tons of followers. I used to use hashtags to grow, but it is not necessary when the snowball of organic traffic is rolling.
I'm following 300+ per day and not getting blocked

Yeah guys, get over it, automation isn't working anymore for Instagram. I'm using my own hands, manually. I take breaks. I know this isn't possible for 100+ accounts, but if you have like 5-10 accounts this is doable.

My assumption is after elections, here's why:
1) all news channels complained about Russian interference getting trump elected in 2016 (our situation only got worse from there)
2) it was proven within the past couple years that there was agencies/farms full of *humans, on multiple devices/programs & accounts, manually causing discord/problems/etc (bringing anti+pro trump people into the same area for rallies, and more trolling/etc.)
3) instagram/fb knows this, plus the government is cracking down on social apps for allowing it (bots/bad actors/etc), threatening fines (upwards of millions of $) if the government finds bots interfering in election debates, it's already been brought to Congress (may or may not go through)
4) so with government pressure from 2016 til now, I'm sure FB/IG will only push up the pressure slowly month by month, until the elections are here & all over tv, until it's over & said / done a few months later.
Our only chance would be this is just an "election lock down" ,
unless/until instagram gets too comfortable with it locked down for bots,
while at the same time I'm sure they'll have a good idea who's manually using the app or automating, and they will be able to ease up on manual users.
I think they're just collecting data right now with the action blocks, compromised account flags, etc. Then will sort things out by the new year (for better, or for worse). I'm either getting lucky, or noticing more flags than disables (compared to before)
Personal story : I have posted a picture with 14 hashtags and IG did not let me do, deleted my post. I decreased to 7 hashtags and worked. Probably they restricted the number of hashtags and they want to prevent hashtag spamming.
When I start to follow people, I am trying just to follow 3 ppl each time. I make an hour brake and then continuing following. I wish they take back these regulations.

I speak through experience. Over the course of this past month, I increased my engagement rate from 1.5% to 2.33% (with +1.3m followers) by:
1) going from 3 to 1 post a day, and
2) avoiding using hashtags.
I now retain my followers better, I have maintained a gain of about 2.000 followers per day, and my average performance metrics have increased about 40% – including reach. If you build a quality account, you will not experience these issues at all.
