i would concentrate more on getting shares rather than pursuing followers. create short, interesting or entertaining reels on one specific topic, resspond to comments nd network with other small creators who are like minded. a single shareable post is better than posting hundreds of random posts.
 
instead of chasing followers, lets them come to you with regular, quality content. the algorithm also treats regular posting as a metric by itself, and pushes more views the more often you post. now you just have to turn them into followers
 
post consistently and make your own version of current trends, helps to post across multiple platforms as well as they share the format (tiktok, yt shorts, snapchat etc.)

Make content people want to send to friends, not just like. Find one format that works, post consistently, and forget follow-for-follow.
 
Instagram reach is all about consistency and strong early engagement now. If your Reels don't catch attention in the first 3 seconds, the algorithm just stops pushing them.

Depends entirely what the account is. Niche, content type, how old?

Generic answer nobody can act on: post reels, hook in the first 2 seconds, one topic only. But if you say what you’re posting you’ll get something actually useful.
