It's not impossible, there people with 10k followers, not even personal. meme accounts, vine accounts that got this badge.
There is a service that doing it for you for money. a lot of money. And, i don't find it worth to spent that much money on a virtual badge.
Sending documents like someone here said, is pretty much useless. You can try to make online reviews, get your self on wikipedia and stuff, then you would have a chance. But again, this all cost money.
I know someone that doing those blue badge verifications, but i just met him. His instagram have the badge, he got a 100k vine account.
Because i just met him, i won't take the risk to give his information. So no PM'S.
