they require a photo of you in your profile and your ID, will be weird having someone else photo in your profile or nothing related to that person that is requesting the verification because they will manual review, you can do it but I'm not sure if that will work, people say they were able to verify without being in the test countries but they neveer mention were or how is like just teasing people.

Verification is not guaranteed even if you meet the criteria ,as instagram reviews each verification request individually .Generally verification requires providing a goverment issued photo id and other supporting documentation to prove your identity .so it dificult by someone else credit card.
