How can I go about targeting around 200k people that are scattered accross 4 different accounts in terms of their followers?

I don't mind paying for the ads
i don't mind finding blackhat method

I was thinking scraper can get them all, and is there a method for example mother - child that somebody with army of mass mssging bots can provide this service? How much would it cost me? Any suggestions?

As you already suggested scrape each account for 200k followers and then start to spam the DM's usually DM services are based on that

Cost per 1k of messages has a wide range but it shouldn't be higher than 5$ post a thread on Hire a Freelancer section to find someone able to do that
 
First, scrape the accounts then filter them, and then DMS them.

how do you suggest filtering them? is it possible to filter from bots (like criteria is no followers or no posts) is that doable?

Services of dms usually offer scrape too.
That’s possible but not something cheap and at the end you are going to send tons of message so filtering is not worthy

You could try scraping, maybe hire a professional for a one time list building?

If you have the money just use ads. BH is BS.Problems and headaches.

In these case mother slave/child would be a really great option.
You may used the 4 accounts as your target account for child account , and target different audience from all accounts and finally redirecting the audience to you main page.
 
I guess MASS DM is widely available on the site nowdays. Wondering can sombody still scrape emails so we can hit them on the email on top of the DM
