there are many scripts on Github. But any scraping method will require proxies, user agents and IG accounts (preferably with cookies), which is a complex task. cheaper to use a service imho

Yes, some of the free tools allow scraping and there are paid ones too.
But Instagram algo has been going crazy lately while scraping so you would need a lot of time and resources to figure out the best strategy, try all the tools out there to see what works for you, get the best proxies and so on.
If you're dealing with big volumes, that absolutely makes sense! For a handful of accounts or one single project, hiring someone would be turn out way cheaper and way better.

Possible. What kind of scraping are you into? There's one type where people scrape users based on demographics, posts based on keywords. Tools like Socinator, Jarvee are often used by professionals. The other one is scraping emails, which is more sophisticated and requires custom tools.

The mentioned number is barely correct at all! Outdated.
You want to scrape huge then find something that allows you to scrape using cursor and sometimes chained scraping will solve but. If you want to scrape profile info - then you need rotating IPs. These are the possible solutions and there is no other WAY right now.
