Hm, yes, but there will be severa challenges beyond proxy and rate limits.
The enumeration will be , perhaps impossible, they return "most pupular" and cap the results.
So yeah, youll get a very limited dataset.
Any one scraping job, you first have to deal with enumeration, you need to have a plan, not one person here has even mentioned this, so they either do not know what they do not know or they are just here to scam a sucker and run.
Be careful to understand scraping basics before you try to hire anyone. Do not be a sucker.

Yes, you can use any scraper that allows Hashtag to be inserted. From there, it can scrape posts or users (if that option is there), from the explore page regarding that hashtag.

Instagram doesn’t allow searching all usernames by keyword + follower count via any official method. Large-scale scraping usually violates ToS and leads to blocks or bans, and third-party tools only return partial results. Best alternative: use influencer discovery tools or analytics platforms that already index accounts and allow keyword + follower filters.

Partially possible, you would first need to scrape a TON of accounts in that follower range and only then you could filter out all of the accounts with realestate in the username. Though my suggestion would be to also focus on real estate being mentioned in the name and bio as well (which obviously means that need to be scraped as well).
