Yea sure it's possible
 
Technically possible, but Instagram has strict limits on scraping. You’d need a custom script with the IG API (limited access) or a third-party tool, but it risks getting blocked. Better option? Try IG search + manual filtering or influencer databases.

1.In the marketplace there is Susocial that can filter lots of things and that's what you might looking for. But you need accounts and mobile proxies
2. If you're confortable with programming you can try RapidAPI and develop yourself an app.
3. Apify, they have free plan, and if you don't intend on scraping lots of accs, free plan ks enough. Just that ghey don't have filters.
4.You need to post in Hire a freelancer section so people that are selling can send their offers.
 
It's definitely possible but it would mean you literally have to scrape every account to find all accounts with this

I remember making something similar quite a while ago, only thing was it ate through quite a chunk of our accounts we made specifically for this.
 
This is definately possible, not a difficult task. You need to Scrape full profile data and then sort out and filter in Excel for the results
