I have 2 questions about instagram. First is what is the limit for Direct Messages you can send in 1 hour? And the second is can I put fiverr link to my shoutout in my Bio will I get banned or its possible?

WAY too many! TBH, I've only sent mass DMs a few times & each time I got blocked after sending 20 or so in a single day. The IG API documentation doesn't seem to mention a limit on DMs, so I'm not sure that anyone knows the correct answer. Go slow & use good spintax.

I had a fiverr link in my bio for a bit and didn't get banned although that was with an aged account

The safest route with DM's is to only DM your new follwers.
Best limits in my experience are 200-250 dms MAX per day
