Tom, what tags and settings would you use for a bot to get real likes? All the tags I use end up just getting me ghost followers.

I would search Google for the Top 300 hashtags #. Start there.
Also there are loads of good ones like #comment4comment #commentbackteam #likeforlike #follow4follow etc.. So these people you know you will get a response from.

There isn't much going for free. But there are loads of good ones that are going for extremely cheap. Keep reading through the threads and you will soon get the hang of what the good ones are. Then you can get way more than 100 likes. More like 100k if you plan things right.
