are proxies for instagram only needed if you do high amounts of actions (following, liking etc) or does not using a proxy but posting on 20 different accounts from the same IP have a bad effect on their growth?

20 accounts from the same IP is not really the problem. But doing 20 accounts on 1 device is an overkill. Limit it to just 3 accounts per device.

You want to seperate things as much as possible, one device + IP for 3 accounts would be ok

It's to have more accounts. One proxy per 5 accounts is good. If you have more accounts on one proxy you risk getting banned.
For only posting, it should not be an issue as long as they're on separate devices. IP itself won't cause issue only this small operation.
if I use clone app and proxy, can I run 20 accounts or more on 1 device?

You need proxies if you doing lots of actions for many account or else you'll hurt yourself!...
