I think they changed the algorithm from time to time. It used to be "X" likes in less than 30 minutes, but then they realized that people buy likes and made it more complex.

Seems like making a concerted effort to make popular page is a waste of time. Just build your organic following and you will get there naturally if your page is interesting.

I've had 5-6 photos on my personal instagram account make the popular page.
I have 8.2k followers, following around 89 only and 80 posts (as of right now).
Here is what i've gathered from my experience.
*No hashtags
*Must reach substantial amount of likes within first 10-30 minutes. (I had 1 get 300 likes in the first 10 minutes and made it to the popular page, and it was just a stupid video of something silly.)
*Of course profile must be public
I do not think making the popular page is a waste of time at all. Whenever a photo made the popular page i got around 70-100 REAL followers depending on what the picture is.. not to mention the photo (depending on what it is) usually got around 20-40 comments.
This is just a theory, but maybe the amount of likes you get in X amount of time is based on the amount of followers you have? I only have 8k followers and made the popular page with 300 likes after a few minutes on certain photos.
