I have lots of followers now, but the now the problem is, what is a good mobile cpa company? Whenever they get rediredted on their iphones, etc, they go to the computer-version site.Is there a cpa company that specialized in mobile offers? I've tried looking around but hadn't found any.

If you take a minute and look at any normal email submit through something like this

you will find that most are mobile optimized. Use a good lander coupled with a geo-script like maxmind and making money shouldn't be a problem.
 
KissMyAds or Offermobi. Also use http://www.monojump.com/ to rotate your landing page URLs, redirect based on device/country code, etc. Free to use.
 
Is that your opinion? Because as far as I can tell, everything is redirecting just fine for me.

For the most part, we are seeing on Monojump that mobile traffic is accurately geolocated by MaxMind, as the traffic is reflecting the average country demographic proportions of Instagram (data from appdata.com).
