Cheaper services offer lower quality.. Take a search on Instagram for big accounts offering shoutouts/mentions.. Be prepared to pay with paypal and then kik/DM the big accounts. Good luck! Be prepared to spend $$$

I guess you did not understand what a mention is. It is not a shoutout. It's actually accounts tagging people in your post and there is no such "cheaper" service I guess. If they all work the same, maybe the difference in price might be because of how the accounts doing the mentions look, but they all scrape users the same way.
