These are for the Public API, the ones for the private API which the app iself and bots like massplanner and followliker are using is different.

Yes sure. But 60 in an hour is definitely very safe to good, and in long term it will pay out.

Instagram only allows to follow/unfollow 160 people per hour. There is now a new limit restricting users to follow and unfollow no more than 20 people per hour. And also limit on the number of likes. This limit is 350 likes per hour. 40 to 60 for an hour is really safe.
