The average engagement rate on Instagram is half of that, so i guess, you do just fine. 
How can you improve it? It's somewhat self-explanatory.

Find out when exactly the vast majority of your followers are the most active and schedule your posts to that timeframe.
Pay attention to your captions and hashtags.

The best way is to post quality post and sometimes add like a poll or like a question that will get your followers answering or arguing then there create a relationship with yours page

Have you tested anything in the past which gets the people talking ?
I post comedy / motivation inbetween my main feed (comedy on weekends, motivation during the week, my main feed in between, because I need those 2 targeted audiences on this account since they'll be interested in my main feed)

Also I've noticed short captions work best for me. The longer it is the less engagement.
And it's not even the fact people don't read it - with a short caption my comments double within the first 60 seconds , as if instagram thinks long captions are promotional . And decreases initial engagement / reach
