Depends on what you mean with "send all content"? If you mean DMs, as mentioned, nothing prevents you from sending DMs from a non-US account to a US account. However, the question is whether that DM then appears in the regular inbox or is hidden and/or flagged. You counter that with making your account more trustworthy.
Avoid VPNs - their IPs are recognized by the bigger platforms. Pair using a US mobile proxy with an anti-detect phone to mask your source IP and device fingerprint to look like based out of the US. Then continuously engage with US-accounts over a period to build the trust. Following that, it should be easier to send DMs to US accounts with more success.

You just need to use a VPN or proxy with a US server,this tricks Instagram into thinking you’re in the US when you post. Just pick a good one so you don’t get any login warnings!

You can use any app cloner and then you need to make sure to clear the finger prints and rotate IP. Clearing finger prints is vital.

You can try using a US proxy or mobile 4G proxy when posting and engaging, that helps IG think your audience is US-based. Also, use US hashtags, follow US accounts, and interact with US content to train the algo a bit. It’s not instant, but it shifts over time.
