The best tool is an Instagram search.
Few tips:
1. Check Instagram explore page, there you can find a lot of popular pages and a lot of influencers
2. If you know niche or product, search by keywords and hashtags and check top pages.
As of tools, there are few pages but I don't like them so I won't suggest you any. In reality, they don't help much.
