I suggest to dig BHW forum from about one year there was a topic with some kind of solution about this problem.

but forging 1000 documents for instagram is gonna cost you thousands, if not tens of thousands

Maybe you can shed some light on how you received this message. This looks exactly like the information requested when your trying to unban a account and select my IG is a company IG.
I am pretty sure, you don't just get this out of the blue.
 
Wait wait, so 1,000 accounts are banned? Dude Im not sure if thats even worth the hassle man. Get your best accounts back and just do not mess up whatever you messed up again. Thats a HUGE L.
