Anyone know how to fix this message?

Or prevent in future. Followed maybe 10 accounts and got this and hasn’t gone away 3 days later

Are you sure you followed only 10 accounts? This is a form of ban when you follow too many users in a very short period of time. You should wait it for it to expire (usually within a couple days time).

You need to wait for awhile and rest the account before this limit will be lifted. You will need to slowly increase your followings or get a better account.

yup usually goes away but comes back after following 1-2 more accounts

Also, what is the history behind the account? How many has it followed in the past week? You appear to be doing actions manually, what's your delay per follow?
