If you think you have high quality, are you using hashtags? these are you keyword for people who didn't follow u to find you.

Keep uploading quality photos and be patient Focus only on engagement than follower count this will pay for itself in the long run.
Try doing shoutouts for shoutouts on similar niche than paying for it.
I never really got shoutouts to work well.
