Instagram did changes? More restrictions

Did anyone else noticed that when you go manually check the "likers" of a popular picture and then you follow for exemple 10.. When you refresh the new likers dont appear it stays the way it is. So I tried to scrape the likers of a photo id in FL and it only scrape 98 followers it doesnt go higher... Seems that instagram did that on purpose.

edit: new likers may just not be appearing at the top anymore, but in some weird order governed by the IG overlords
 
Also noticed this on my phone. Seems like there are more fake accounts now also.
 
How are you scraping your users? I find that using hashtags increases the chances of following fake accounts. E.g. Don't go scraping #fitness because almost every bot account in the fitness niche will be hastagging their pics with that.
 
Anyone use hashtags like fashion fitness now because it in the Tagsforlikes popular section so I dont scrape hashtags anymore. It didnt do anything good for me.
 
Yup! I noticed it too! Only shows the first likes and the new ones gone..
THere is a manual work fix... wich is going to one pop pic do some work there, then another pop pic and so on... XD
