In my knowledge, the only database that is yours, is that YOU have built. For the others, you have to pay. But acquiring the entirety of Instagram's users database? You might as well forget about it.

I would’ve adviced to scrape your own data to make sure it’s valid, but if you already have a scraper, then wouldn’t it be possible to filter out the users based on your metrics?

Public IG user databases aren’t really shared openly now, but you can scrape your own with tools like Instaloader or custom scripts—just go slow to avoid bans. Or check some telegram groups, sometimes people drop niche lists there. Just be careful with TOS stuff.
