Using an Instagram account creator is up to you.
I would make sure to get a trial first and check TWO things:
This website: https://browserleaks.com/ on the Instagram account creator. I know Instagram account creators that leak your REAL address to Instagram. I made sure to block this in GramCreator.

I think he's talking about type of account. Like business account but for creators. Not about account registration (creating).
