Sure there is. Make a page related to offer and start following people that are intrested in that offer. Follow them as much as you can daily. Following limit is 7500 people,so you also need to unfollow your unfollowers and ad new people. Also,make a landing page for that offer,since the direct spam link at Instagram bio will not work ever never.

If you wanted to sell something what you would do? Showcase! Build your followers base and show them what you got for sale.
