Yes, but these type of custom bots are very tough to make, Even if it's made it will burn a lot of resources (proxies,accounts etc) to get very few results from it. At the end you have to see if hiring a dev to make a bot by spending $$$$ and spending more on resources is worth it or not. Probably get someone to do it manually, it will save you a lot of money (People are actually willing to do such VA Stuff to earn)

Just need to scrape commentors list 1st. Than scrape the details of those users to find emails and phones. Not lengthy work like all people are saying. The real issue is to hide your bot from IG spam detector. It takes your all expertise otherwise scrapping is just a matter of few lines not big deal. The important thing is how to pass proper device details in APIs to not get exposed.

Most of the scrapers usually focus on followers and post likers for scraping emails.
For comments you would need to hire someone and make a BOT for the same.
