You can also contact their support via phone at +1 (650) 543-4800. If I'm not mistaken, this should be Meta's (Instagram parent company) support number, but it's unlikely you'll get a human response. It could be worth a shot, though. Besides that, I don't think there's another way except for the help center and phone number to contact them. If the form is not working for you, try opening it via phone or with a different browser, it might help.

People contacting support usually gets their issue resolved such as account compromised, stuff like that.
