You need to route the connection through your ip, not through the 4g ip. There is a thread that covers this here somewhere.
The best LTE modems that I can find
I've been using huawei usb sticks, but not sure what the best way would be to scale with this setup to be honest. Do your USB sticks interfere with each other if you connect too many?

Maybe invest your time into something you are skilled at and then spend the money from that on hiring someone that solves those problems for you. At the end of the day, you will achieve your goals faster that way.
