Why dont you do it manually, hire a VA or a Service? Thats much safer, convenient and better way to do that.

I see quite a few bots doing that but you need to be careful to reduce the risk of being detected as a bot, use a high quality mobile proxy or ISP.

Yes, bots like Jarvee or FollowPlanner can do this if configured carefully. You can set them to like users from a specific post without following and stay within safe daily limits. Just make sure to use aged accounts, good proxies, and slow settings to avoid bans. Always warm up accounts first.
There are plenty out there in the marketplace. And this is very basic need. That almost all will fulfil.

if you want to do this with mass account them you can go with real device automation and if there are small amount of account then i ll suggest you to hire VA to do thid job

Hey, just to clarify - are you talking about something like this?
You provide a specific Instagram post (yours or someone else’s), the bot scrapes the users who liked that post, then it visits their profiles and interacts a bit - maybe likes a few posts, watches some stories , but doesn’t follow them - or does so very carefully, without triggering follow limits
Is that what you meant? Or were you thinking of something slightly different?

Not too sure how much of the bot's activities you could set for some panels, which I'm sure provide that sort of thing. You could look around the Marketplace's Social Media section and ask the providers there perhaps. Or post on Want to Buy and get a conversation going so you know if you're getting what you need.

And also how would it violate the "following Rule" if it doesn't follow the users?

There is no 100% safe solution, even doing things manually can get you limited/banned. But with Thunder Social you can automate the actions like a real user (click, scroll, type...) so as long as you do not do too many actions daily, you are quite safe.
