Instagram bots auto-tagging random people

i haven't been able to find an answer for this anywhere.

If you go to Instagram.com/bossgirlsdaily or any of their other half-dozen pages, scroll through the comments (There are 1500+) and you will notice at the beginning that there are HUNDREDS of bots (supposedely hacked accounts I presume) that just tag 5 random people. This clearly helps with engagment as it gets the photo onto the Explore page among other things. The bots are clearly just tagging random people from somewhere.

I haven't found a single service that offers this. Does anyone know where it's from or where I can get it?

It's called Instagram mentions. Used to be very popular before, but Instagram is getting stricter everyday so it gets harder. Maintaining such a service requires a lot of work.
