Any windows VPS host will be fine for using xgram bot, or any other instagram bot. You are very unlikely to get complaints, as you are using proxies. I run xgram on my home machine with no problem, as it does not require a huge connection.

EDIT: and with reference to the original post, it depends how much you want to spend but xgram is definately the best out there at the moment! :P
 
not really an SEO tool so i don't understand why its in this section....
